Outage cleared automatically. Radial files have caught up since initial reporting

visited site and removed transmitter # 2008238 due to voltage drops and irregular power meausurements. Installed transmitter # 2013374 in its place, although I had to take the 13MHz filter from #2008238 and use it in #2013374 as that tx only had a 5MHz filter in it. Also swapped out external SSD. Handel & Stolarz
